Not sure, maybe too much happening so the eyes dart everywhere rather than get drawn in....Only one lonely figure on the stairs and a B&W conversion may have given more impact. However, the lighting is great and the composition and angle is nice too.

You are probably right about it being a bit busy, and would have been better with only one person. Unfortunately that never seemed to happen, this is a popular route down from Montmatre.

Not sure about a B&W conversion, I'll give it a go and see what happens.
