Well in such places like "old souk" most people would be ok with it, but some get freaked out of the camera and just move the other way, In Qatar i faced the same thing some people just gave me their backs! but some were friendly, Different in Kuwait old people are always friendly! some would actually ask you to photograph him , which I do and next day i'd give them a copy as a thank you! , we have (in Kuwait) in the same old souk a place called "Souk Al Hareem" that's in english Souk specialized for women stuff "old stuff women used to used in between 1930's and 1960's" , in the past the seller were used to be Kuwaiti women but now replaced with indians , but if you found an old lady she'd either screams at you not to take pictures or smiles, but rarely you get to see an old Kuwaiti women, but the men are more friendly and gives you this "HAPPY SMILEY FACE"

but in big malls it's not allowed because people really freaks out.
