Getting old Photo's into Photoshop

I have some old photo's taken in 1910. they are quite good quality but small and contrasty.
I can change size and alter the contrast in Photoshop. My question is which is the best way to get them into Photoshop rephotograph them so I can get a RAW file or just scan them?

Scan them - save as TIFF files and edit.

depends on the quality of your scanner and/or camera.

I've had some good success photographing my father-in-law's WWII photographs on my 5D Mk II
