the difference between the 450d ( had one of those ) and the 60d is a world apart and wouldn't be a bad upgrade but as already mentioned glass is a long term investment and bodies tend not to be
the question in my mind would be how often will i be able to spend a 1000 quid on camera gear ?
if the answer is not very often i would opt for glass
camera bodies drop in value constantly and you have more chance of picking a 60d up at a bargain price in the near future where it seems glass just goes up in price and very few bargains come around

iv'e had the 40d and the still own a 50d and the difference between them in actual use ( forget the specs ) is virtually zero
some say the 40d retains more detail pixel for pixel but it not something you can really see in the real world but noise handling on the 40d is better
if you do wildlife and want that closer crop because of the pixel count the 50d has an advantage but now we have the 7d which is said by some to be the ultimate wildlife camera body leaving the 50d in it's dust so to speak so save your money and opt for the 7d
