Did you check the Nikon site for Support, it gives a full list of how to do it there.

Done all that as I said to start with when I get to step 6 ready to update from the card my camera does not display the update tab in firmware.
I will take it to an agent asap and see what they have to say

Hi Ian,
It's very important that the SD card you use is absolutely clean. You must not just delete all the files, it needs to be re-formatted before you write the firmware to it.
Good luck,

Are you putting the update in the root directory of the card as a bin file. You have to extract the bin files form the downloaded file onto your PC, then copy that file to the root directory of your SD card. It doesn't matter if you have anything else on the card, regardless what Nikon say. The software in the camera will only look in the root directory for the update. Not sure on the Nikon 3100, but on the D70, D200 and D3 it was two files, and you had to copy file A first to the card then up date the camera before doing the same with file B.

Two possibilities: Check that your battery is fully charged before you begin, and is the camera firmware already at version 1.01?

Otherwse, if your memory card contains D3100_0101.bin at the top level, it should work.
