Hung up on Borders

Can anyone please share SIMPLE steps in PS Elements 8 to getting a black border around an image, where the bottom side of the border is deeper than the other 3 sides. I can manage 4 equally thick sides through select/all/edit/stroke etc, but making the bottom only deeper is alluding me. I want a deeper base border to accommadate some text and information.

not sure if Elements is the same as Photoshop but in PS you increase the canvas size by the same amount all 4 sides, then do the same & just increase the height by as much as you want the bottom part to be bigger than the other 2 sides, but make sure you click the little box which normally keeps your photo in the middle of the canvas, to make sure it moves to the top of the canvass then only the bottom border is increased.

This is done via 'increase canvas size', rather than stroke.
