This is an immotive subject, and one that impacts those taking an interest on different levels. I can't help sympathising with Sue Allen's response that could present the scenario where a pack of out of control dogs could not just attack another dog, but just as easily attack a small child or lone adult.

It's possible to sensationalise an isolated incident like this that has little bearing on the day to day reality of what normally goes on throughout the country, but it only takes another incident where a child is the victim of such an attack to stimulate public opinion to question why this was allowed to happen and why the relevant authorites did not intervene.

Section 3 of dangerous dogs act deals with dogs dangerously out of control in a public place. This is danger towards a person, not another dog.
Section 2 could include a dogs behaviour to another dog but it's a civil matter.

As an owner and lover if dogs I think this is a sad story. But the law is the law.

I can fully understand why the police do not have a duty to investigate every time a pair of dogs has a scuffle that leads to injuries. However, a pack of dogs out of control is clearly of greater concern. Most authorities, including the police, are very keen to cover their backs these days: It is not difficult to imagine the news headlines if the same dog pack went on to seriously maul someone, or even kill, and this previous incident came to light. A coroner might also have some firm words to say. We have all seen it before - the recriminations and costly internal inquiries when it is considered that authorities might have prevented a tragedy. That is why I am quite surprised that the police allegedly took no action following this particular incident.

Its really difficult because as a dog owner myself I would break my heart if those type of injuries were sustained by my dogs. But I also think there needs to be more laws so they can be acted upon, until then hands are tied. I know the police are run of their feet and don't have resources either. Lots of my family are in the force and my cousin is just about to lose his drugs dog because of cut-backs. He is trying hard to keep her.

Didn't I hear yesterday that they were considering changes in the law in relation to dogs that attack people on private property now being brought into the remit of the dangerous dogs act?

you wouldn't believe some of the utter drivel the police have to deal with, if you did you might understand why that statement isn't so far from the truth.
