Yes, I ordered a pretty standard ND Grad (P-size) back in September here in Kingston, Ontario, and it took ten weeks.... I've heard elsewhere that Cokin (in particular, but perhaps all of them) make their filters in batches to simplify their production lines, so you sometimes have to wait for the next batch to get made up.

They fade like all filters. Except Lee take longer to fade. I was told this on a Joe Cornish landscape photography workshop in August.

With a cheaper brand you'll need to replace it (when they fade they start introducing a magenta hue) but Lee will re-dip the filter to restore its proper colour.
