Problem with Elements 7

I run Elements 6, but the "Watch Folder" option does not work. I get the message "The Watch Folder Service is unavailable" I run Windows 7. My friend and neighbour has Elements 7, bought with two licences. On his XP run Pc this option works flawlessly, but on a second PC, run with Vista the same unavailable message is shown. Assistance from Adobe is very poor.

Has anyone any ideas as to why this happens and how to correct it please.
