I'm relevetively new to photography so take my suggestion with a pinch of salt, but as a Linux user I have spent a very long time researching alterntive editors to Photoshop Elements and Lightroom which are massively popular because of their ease of use. (My girlfriend uses LR on the Mac so I'm fairly familiar with this to).
If you are happy to spend a little money I'd recommend
Corel's Aftershot Pro, its very nice, quicker than LR, non-destructive and supports layers when editing your pictures. It will cost you around £60 on Amazon UK.
If you are after something free you can try
Darktable, but I am not sure what the status is for supporting Windows (it might have been stopped). It is an excellent piece of software for raw editing, and is free while being regularly updated. I rate this over GIMP+UFraw as it is specific to the needs. GIMP is great but I rarely need it after use one of these two I've linked above.
