The simplest thing to remember regarding hyperfocal distances is that from the point you focus on, from the total depth of field you will get at the selected aperture, a third in front of that point will be in focus and two thirds beyond it, hence why for landscapes the advice is to focus approximately a third of the way into the scene you're shooting using a small aperture to give yourself a huge depth of field.

looking at the photo i don't think the aperture at f8/f11 is the reason why the image lacks detail
i have a very similar photo taken a few years back from more or less the same spot at f8 and the detail is fine ( mine was taken during the day ) i would suggest the problem is camera movement due to the long exposure
as already mentioned it would be worthwhile adding some weight to the tripod

I'm going to look for a better tripod I think. Mine is very light, aliminium I think, and has no hook for weighing it down. Might have to save up and invest in a really good one.
