A polariser will reduce your light by 2 stops and I've used it very successfully for waterfalls (with it adjusted to either reduce the reflections or allow them).

But you'd probably be better off with an ND filter - I use the ND Fader which allows varying strength from ND 2-8 and take 3 shots with varying shutters and blend to maximise the detail while minimising that blank silky milky look that can often be found in images

Used an ND Fader - on both my 7D and my G11 (to compare the two cameras and see how well the Fader would work). Then blended the resultant shots to try and keep the detail.

BTW, 7dayshop do a 'cheap & cheerful' version which, by all accounts, works just as well as the ND Fader (and costs 1/2 the price!) - 7dayshop Variable ND Filters

Do have to watch potential vignetting and also at the max 8 stop the risk of an X-shaped shadow caused by the wide angle - but I've successfully used it with G11 and the in-built 3 stop ND to give a total of 11 stops!
