CS stands for Creativity Suite, they re-branded it all and made some tweaks and then started to sell applications in bundles for web development etc.
I would be inclined to stay one version behind unless there are killer features you really would like as when 10 comes out people will try to sell of old stock of version 9 so should drop in price.
