You can only help those, willing to help themselves. You can be there to support someone but, ultimately it has to be them that makes the changes in their life. Her family had made numerous attempts to get her into rehab facilities but, she decided to give in to the addiction and associate herself with other users. She chose her own path and it ended in tragedy.

The only silver lining in this cloud is that it may dissuade some youngsters from getting involved with drugs. Some will listen. Some won't. I suppose one could argue its tantamount to modern day natural selection. Those that are foolish enough to put something dangerous into their body and those that are sensible enough not to.

We shouldnt be too quick to judge and I am not sure comparing this to Norway is appropriate. Both events were tragic.
