Samsung WB700 / lense defect?

I recently bought a Samsung WB700. After just a short time of use I noticed a strange and very annoying "effect" on every image/video taken by the camera. Just above the centre point of every image/video there's a light, apparently completely round formation ("a filled circle"), which is surrounded by a transparent ring, after which comes yet another ring, light as the insidemost round formation. It's hard to explain, but it looks like a board for playing darts (light, dark, light). Is the lense defect or what could it possibly be?

Thanks in advance and sorry for not being able to describe the problem in any better way. It looks like a small halo effect almost in the centre of the image/video. No difference whether image/video taken indoors or outdoors, with zoom or without zoom etc.
