Great shot, only thing I'd change is to cut out some of the foreground as the rocks are a little distracting

Yep, agree, chop a bit off the bottom and use an adjustment layer to get the water as white as you can.

Try adding a hue/saturation layer, with the mask selected using a largish, soft edged brush set to black, just follow the water level down, once your happy invert the mask. Then drop the saturation until the water is nice and white, finally adjust the opacity of the level to suit your taste.

I agree with Phil, crop the rocks at the bottom and get that water whiter!
