Help with Picture technique

Can anyone help me by explaining how this picture of Kevin Spacey is created ( http://londonist.com/2011/01/ticket-...he-old-vic.php ) - particularly in changing the colour of his eye, and creating the green hue to his skin tone. I'm new at this but have the latest photoshop elements. Thanks!

open a blank layer then paint on the centre of the eye with any colour then set blending mode to overlay

There are loads of ways to do that. Marks method would work.

You could also select the eye using the marquee tool and adjust the hue and saturation, or blend a gradient map into it.
