The straighten tool in ACR is great, but in Photoshop cs4 I use the crop tool, which is the same as Steve's method really. Just sellect the image and turn it to the left or right by the amount you feel you need to straighten the horizon and then sellect enter on the keyboard.

If you have done it too much or not enough then sellect 'edit' and 'step backward' and start again. When you have it right use the crop tool to cut out the salvage area and job done.

In CS5 use the Ruler and then hit "Straighten" this automatically straightens and crops the image. Obviously this works on verticals as well.
