To publish an individual person's, group image, in any published format including on the Internet, requires their permission, regardless of whether the use is non commercial or commercial - a model release form grants that permission.
This said, there are exceptions and these exceptions are covered by Law to protect and respect individual's Privacy and Rights - The exceptions will be in relation to Journalism photography , Photography of people in public areas etc., and the Laws do vary from country to country.
For instance in France, you can in certain circumstances be breaking the Law, just by photographing someone's house and publishing it on the Internet by including it in your personal web site without the owner's permission!
If visiting countries, it is sensible to find out about relevant applicable Laws, so that a holiday snap does not become a nightmare.
