Could misplaced threads be relocated by moderators?

No criticism intended, more a suggestion for improving the forum. In the Digital Camera Magazine forum there is an interesting new thread asking for advice on "Substituting part of an image" it obviously would be better placed in a section that reflects photo editing but has somehow been posted in a magazine forum. Where the Forum management see this sort of thing could they not move it to where it is more beneficial and less likely to get missed by those browsing for techniques?
