No. It just means it was entered for the 2010 competition and was selected as 2010 winner. As far as I can see there are no rules stating the photographs have to be taken this year, and it would be silly if that was the rule anyway. Majority of mnie have been taken this year but some were taken after the comp closed last year in 2009. It would be pretty harsh on people to stop them entering anything but 2010 photos.
