Three factors affect your exposure - aperture, shutter speed and iso. To permit a slower shutter speed you need to adjust either the aperture or the iso, or both. Ensure that you're using the lowest iso that your camera allows, and then use a progressively narrower aperture (higher f/number) until you get an acceptable exposure for the given shutter speed. If you're still not able to get an acceptable exposure then you'll need to invest in a neutral density filter too.
