Thats true, you can set a PDF file so that it can't be printed but it wouldn't lead to blank pages being pulled through the printer. It simply removes the option to print and you can't get to the print dialogue box.

That's not entirely true. There are certain backwards compatibility issues with Reader 5 and earlier. However it's unlikely to be an issue as Acrobat 6 and upwards have been around for years now.

If you can see a print dialogue box then it is most likely to be printer settings or a hardware issue. Can you print other documents, either other pdf's or perhaps a word or excel file? If not then I would suggest that you have a communications error which is usually down to a cracked USB cable or wonky connector.
If you can print other things then it is most likely to be, as Gil said, local printer software settings.
