i would say the canon 55 - 250 is a better lens than the sigma 70 - 300mm apo dg macro lens
first and foremost is the canon lens is IS the sigma is not
the sigma is quite soft at the 300mm end where the canon is acceptable at 250mm

the difference in the lenses isn't worth the extra 50mm and if it's garden birds you are taking photo's of you would be much better off saving a little extra cash and going for a sigma 150 - 500mm OS lens

if your really on a tight budget there is a sigma 170 - 500mm apo dg lens that can be had for not a lot of money second hand ( no longer in production ) but if you come across one make sure it is the DG version and not the older model
the older model is not suited to digital SLR's inless it has been re chipped by sigma

the sigma 170 - 500 stays sharp up to around 420mm after that things starts to get a little softer but still acceptable

i have been down the sigma 70 - 300mm route and it's price reflects it's performance it's pin sharp at 70mm but above 200mm it's not that good i replaced it with the sigma 170 - 500mm apo dg lens ( before th 150 - 500mm OS existed ) and found it to be a much better lens but as already mentioned above 420mm it started to lose sharpness
