Have you tried a search in Google or similar ..........
I did one using "photoshop borders free" and came up with
many free border plug-ins for photoshop - the following being being but one example - is this the type of thing you require. ?
Or do you want a separate program to enable you to design your own borders. ??? If so my simple solution is not for you - sorry.
