It's a total intrusion and doesn't add to the enrichment of our lives in any shape or form. The disclaimer "if people wouldn't buy the newspapers/magazines etc we wouldn't do it" is nonsense. If Joe Public were to do that to their neighbours and were caught they would have the heavies on them not to mention the perve police in the blink of an eye.

This sort of sensationalist 'Journalism' is purely about selling papers and making money, don't be fooled into thinking otherwise. Likewise the photographers get paid a lot of money for snaps like this. Personally I'd be ashamed and embarrassed if I poked a lens over someone's garden wall or fence to take pictures and would expect severe repercussions if I did.
