The Paint.net interface looks very similar to photoshop , at the top of the page you will see a row of buttons ( File / Edit / Image / Layers / Adjustments / Effects and so on )
Click on the Image button and then click resize , you should see some way of adjusting the pixel size of your image , set the width to 900 and make sure the ratio between width and height is maintained .
I'm not going to download the software so I don't know exactly what you will see in the resize option but if your still stuck Paint.net have a forum that you could use to ask for help .
