Good Canon lens for Landscapes/Portraits?

Which Canon lens would be perfect for taking landscapes and portraits?

I have the 18-55mm f/3.5-5.6 (Non IS) kit lens at the moment. I would like an IS lens because I think I'll improve on my photos if I had it.

Price can't be too much, unless I get it used but in very good condition.

I would be using the lens just about all the time.
