Not really. There's a big advantage gained by reducing the image for web viewing, effectively oversampling, so that the difference between a dSLR and a mobile phone is reduced. Take an image the other way and enlarge and you'll immediately notice the difference. Plus a dSLR will handle poor lighting with far less noise, as well as having a much greater dynamic range. And that's without even considering the optics! The new Nokia mobile with it's 41MP sensor takes advantage of this oversampling advantage to produce what look like amazing images @ 5MP or 8MP!
