Whilst I don't have PSE, I have the full Photoshop, here's how I do it (although it's not specific to Win 7) :

Hold down Alt and press PrtScn, this should do the screen capture .
Open Photoshop and click File > New, then Edit > Paste your screen grab should now show in your window. With PSE you might just be able to paste straight away with a Ctrl V without doing the File > New.

Edit: I've been thinking about this, I wonder if you are referring to the snipping tool in Win 7? http://windows.microsoft.com/en-GB/w.../snipping-tool otherwise my method above should capture the active window which is all I usually need.
