There shouldn't be any pollution to the atmosphere from these cooling towers.* The towers are used to condensate and recover water from the steam that has been used on the heat exchanger of a power or chemical plant. The water used is in a separate system to the water/steam used to drive the turbines, so shouldn't become contaminated/irradiated.

* I'm not sure if water vapour is classified a pollutant to the atmosphere, but as clouds are made of the same stuff, I doubt it.
