Only images that are going to be printed in a magazine need to be high resolution, for web use low resolution files are more than adequate. With so many photos on the shortlists, it wouldn't be practical for every shortlisted photo to be requested, unfortunately.
This is what the rules say:
"Photographers may be contacted by email for high-resolution files of their image(s) for potential shortlisting purposes during the competition."
Please note the phrase "
be contacted", we would only contact you if we felt it was absolutely necessary for the shortlisting process. With thousands of images to go through, calling them all in would be a logistical nightmare.
