I may have missed it, but I didn't see a mention that it was required to run on a Netbook. If it is, forget PS and Elements - and most other serious photo-editing software.... no problem with the power - it's the small screen. The software will require more pixels on the screen to operate.

If it's a laptop or desktop, Elements is a really excellent program for the money (and it will run on Mac or PC). In fact it's not as 'cut down' as you'd think... a lot of full Photoshop features are included - but hidden. Other contenders would certainly include PaintShop Pro Photo and PhotoPlus. They all work on the Photoshop standard with layers and there are lots of tutorials online, particularly for Elements (including some excellent ones on PhotoRadar). If it's just for 'correcting' pictures, Lightroom would be good, but a bit more expensive.
