Easiest I know of is by using the burn tool.Just start at the edges of the image with it zoomed right in to 100% set exposure value to less than 100% 50 is a good start point and then click away.If you go wrong it's easily undone .

As you move to a less critical area of the image you can increase the burn tool size and percentage .

I use elements 7 so should not be too different.

Also probably easier than masking and copying the image onto a new white layer.
