Construction zone

I recently received a photo radar ticket in the mail it was for travelling 81km in a 60km zone the fine was doubled because it said “exceed maximum speed limit for highway under construction/repair and person present”, it was taken in a long stretch of a construction zone (2 kilometers) but in that particular area there has not been a construction worker within 1000 meters of the camera and operator on the days before and after and the day of ticket. I talked with the Crown Prosecutor today I was willing to pay the fine as if it was a regular fine but they would not negotiate that low but was willing to reduce it by $80.00 (the fine was for $259.00 a regular fine is $129.00). I have contacted the construction company they are willing to testify that there was no workers assigned to that area (even the construction manager agrees with me) any suggestions to help me better prepare myself?
