I did not live in Kingston anymore at that time, but my then girlfriend's parents lived at the Quebec border. We loaded up with everything we could, candles, propane tanks, gas lamps, etc, and went. It was incredible. Everything covered in ice. We made it to their house and they were melting snow for water (no manual pump on the well as a back up) and heating their bedroom with just candles. Luckily they had several large 3 wick candles and those produce a lot of heat.
There were so many photos that could have been taken and were not. People were just trying to survive.
Now, to the other side.... look up Toronto calling in the army to help after a snow storm. Granted, there was something like a metre and a half of snow over a day and a bit, but the rest of the country laughed at the city
