Lightroom does not by default write the sidecar (.xmp) files to the same folder but keeps the changes in its cache if you need them turn it on in preferences

Yes if you use Lightroon to move the files no if you move them outside of Lightroom then you must make sure you include the Sidecar files with the selection.
