There isn't a lot of information to go on here, for example what sort of zoom range, video features, preferred makes etc. but for fast stills shooting there are a couple of options...
The
Panasonic DMC-FS10 is £115, has a 5x zoom, 12 million pixels and does a very impressive burst speed of 5.5 fps (frames per second). There is a slightly more expensive version called the
DMC-FS11 which is exactly the same except it has 14 million pixels instead of 12.
Another excellent option (and probably a better all round camera than the Panasonic ones above) is the
Fujifilm FinePix F80 EXR which, despite it's ridiculously long name, is a decently built small camera. It's got a 10x zoom (much more useful), 12 million pixels (along with some clever electronic innards called EXR) and is capable of 4.3 fps. They cost about £175.
Finally, the other option to consider is a slight odd ball but, if your friend does a lot of snowboarding he might appreciate a rugged, water resistant camera. The
Olympus mju Tough 6020 costs all of the budget at about £250 and only has a 5x zoom but its still capable of 5 fps and shouldn't be damaged by being dropped down a red run.
There are other options that do faster fps rates but they are generally much larger cameras, certainly not pocketable, and they are also more expensive.
If it was my money, I'd buy the Fuji. It's the best specified and not the most expensive. They also have nice metal finished bodies which makes them feel a bit more solid than an all plastic camera. The Olympus would be my second choice but most of what you pay for is the "rugged" build.
