Set the camera to Auto and the flash to auto ?ettl and you will be fine as a starter.

Why ? Because your selected shutter speed and panning has effectively blurred the background whilst allowing a sense of rotation...

Try cleaning both the lens and camera body electrical contacts .A pencil eraser is useful .Just avoid getting any bits in lens or body .The fact it is so irregular could indicate poor contacts.

Got a few in my galleries of birds taken using it .Light was dull but I was reasonablly pleased with results.It was also first time taking such shots so learning panning as well.
