Try photoshop elements 9 for dummies. I'm not joking, there is actually a book called this and it is designed for complete novices. Haven't used it myself but it gets good reviews.

This is a panorama of the Clyde in Glasgow. Made from 5 shots all taken at 10 seconds to smooth the ripples on the surface.

I agree that the milky water effect is getting used a lot, but I was thinking just long enough to smooth out the ripples if that makes sense, 8-10 seconds maybe?

I must add that in fact, the composition of this shot is perfect! It holds my interest and I keep looking further into the image! It's only my personal preferance that I'd love a longer exposure :)
