Anything's possible with software, as you say. But everything with software has a cost. "Can't be done" should almost always be read as shorthand for "can't be done with the resources, time and money...

Usually it's to prevent people sucking up expensive bandwidth by embedding a picture on another website. Wouldn't apply to using the pic on Photo Radar though.
