    Lightroom
    Images must be imported into the catalogue before they can be edited, but once this has been done they can be browsed, tagged, keyworded, labelled and (most importantly) located wherever they are stored on the computer by using the search and filter fields.

    Photoshop
    Bridge is provided as the image browser for Photoshop. While this allows image tagging, keywording and labelling, searching and filtering images outside a selected folder is a slow, cumbersome process, so ideally you need to have a notion of where an image might be before you can find it.
